been issued 24th Februry and your instructions və been noted. There is large normal and legitim te trade from Hong in many of the ?articles rich according to your telegram must not be exported

Part is distributin trede for exple mineral oils and motor spirit being distributed from Hong Kong by Asiatic Petroleum Standard ecuum and Texas Oil Companies and also lanchester and redford goods. Part is a trenshipment trade for example copra hides and ler: most of these trade are to China Lut some are to Japan and Philippine Islands. Stoppa e will seriously affect local market neighbouring countries and neutral trade and apparently will not benefit Imperial interests. Exportation to the foreign ports cs specified in your telegrɩm will not be allowed without reference to you. Your instructions as to rubber for the United States of America will be observed strictly.
